Its not your responsibility to take care of changing the titled state. You have a title, you sign it over the the buyer, he sends it to his DMV and he gets his states title. Your boyfriend is not the one who must transfer the title. The new owner must do that. Your boyfriend must fill out his title with the new owners name and address, the date of the sale, the purchase price and (usually) the mileage shown on the odometer. He should NEVER, EVER fail to fill out the title.
