Whoever's name(s) is on the title now has to sign the title over to you; if there are two names, both have to sign it. You may have to have it notarized--not all states require that--then take it to the DMV, sign it, pay the fee and taxes, and you're done. Of course, you'll have to have evidence of insurance, and the fee will vary by state; check the DMV's web site for that.
