There has to be a way to get ahold of the person and have them sign off on the title. If you can't get them to sign off on it, then I am afraid you may be stuck. Obviously both names would need to sign off regardless of who paid for it. The other parties name is on it from the start - so to end it, they need to sign. Its pretty simple. If you can get ahold of them you can get a vehicle power of attorney and have them sign that, then you can sign the title over to the buyer. Make sure to attach that POA to the title when you sign.
