If there is a will appointing personal rep, or executor/executrix,then that person makes the transfer. If there is no will, the court will have to appoint someone to make the transfer. Of course, different states have different laws, call the department that issues titles and license plates in your county to get the legal way to make this transfer. By making a couple of phone calls will save you lots of time. But if there is a will the personal rep should be able to make the transfer. Again,the best thing is to check with the department that handles title transfer in your county.
