How do you Change an out of state Vehicle Title?

I just met someone that has a car for sale. He has a title that is under his name but it's just a copy. He also Says that it's an out of state Title and he doesn't know how to change it.How do you Change an out of state Vehicle Title?
All that needs to be done is that the seller needs to get a duplicate title from the state where it is titled now, and sign that title over to the buyer. The buyer will take the title to their state's DMV (or equivalent) and title it in the buyer's name.

The title is already in the seller's name. It does not matter what state issued the title, they can legally sell the vehicle by assigning that title to the buyer. How do you Change an out of state Vehicle Title?
He has to get a new title for the state he lives in. He needs to go to the DMV. It could take 3-5 weeks for him to get a valid title so he can sell you the car.How do you Change an out of state Vehicle Title?
He would have to apply for a replacement title in that state before he could transfer it to your state. Don't give him any money because this sometimes takes a while. Make sure you have a real title, not a copy before you pay him or you will be stuck with a car that you can't drive or sell. How do you Change an out of state Vehicle Title?
First, you should not buy a car when he is only furnishing a %26quot;copy%26quot; of it. He must get an original and then give it to you at the time of the sale. It's his responsibility to provide you with an Original, merchantable title. (the state of issue makes no difference) Then, simply take that title to your states DMV , pay the fees and get a new title. An out of state title is treated the same as an in state

title transfer. Don't fork over a cent until you have a valid title in your hands
