What State are you trying to title in? If it is in PA you only need to contact PennDOT either in person or get information via the web site (www.state.pa.us). There is a form that must be completed and a fee (I'm not sure of the fee but I think it is around $15). The only way you cannot get the title is if there is a lien on you vehicle (i.e. a bank holds the loan). If you are checking for another state then I would check their website (www.state.??.us (?? = state abbreviation).
