I sold a car to my brother. He was reluctant in properly registering the car under his name. I decided that I would like to get an open title so that it would then be his responsibility to make all necessary actions. What can I do about this? He needs to transfer it over to his name. Otherwise he will incur fees if he gets pulled over because he will not have the authority to register the vehicle under his name with out changing everything over. Don't worry though, he will have to take care of the consequences for not changing the title over.
