The first step is to contact the finance company to see if they will agree to putting the car in your name. They will most likely require that your name be added to the loan, and your mother continue to be on the loan. This makes both of you responsible for the payments.
If they will not agree, then you can not change the name on the title until the car is paid off.
If they do agree, you will need to check with the DMV (or equivalent) in your state to see what the requirements and fees are to transfer the title.
