If he wants to sell it to you, send the title to him, have him sign and date it after you send him the money. You could then take it to the DMV and do the transfer. he has to sign the title over to you. you need to make out a bill of sale. so write up a bill of sale and put it with the title and mail it over to him and he can sign it and mail it back to you. I can take like a week or so.
